Hey bro. I love an opportunity to educate someone on the music business. It's actually pretty simple: imagine you made a song in 1974 and someone wants to sample it today and use it in a song but its just a beat and no lyrics to it yet. So you give them the right to use it then they put lyrics to it that have something that you disagree with (cursing, drug talk, or anything else you wouldn't want your song to be associated with) but you already gave clearance so there's nothing you can do. This is why samples are only cleared when the songs are finished. They cant give you permission to use a sample before knowing what the final outcome will be. Its also not my job to check with the owners of the sample because i wont own the final song (label probably will own masters)
