She was NEVER officially signed to WWE. The WWE have always used local indy wrestlers as talent enhancements to the (signed) stars they're actually pushing - like Nia Jax for an example. Those matches like the ones you've seen of Tessa's on NXT are one of those "one and done" types of deals. I'm sure she got paid very nicely for those 3 matches where she lost though.
