Welp…I’ve got some good news. Not sure if it’s from latest update or previous one but now you can change the background music by going to settings>audio>free roam music. There’s the soundtracks from acts 1-3 (2 being the black suit music) Hopefully aggressive dialogue will be back, too. One day perhaps
