so you have regular price and Sale price different for products. Now you are trying to add more discounts on bulk purchase. Is that correct?

can not really tell without checking settings. Do you have any cache plugin on the website? try disabling it.

Not all the features are available in Free version. You can install free plugin and see if that works with free version. Let us know if it works.
