It’s because HS coaches and kids lie about their times or use inaccurate stop watches. Most of the top NFL WRs run 4.6 because the NFL combine uses super accurate laser timing that’s slower than stopwatches. Also, NFL guys are bigger. If you’re 220lbs it’s okay to be slower versus if you’re 160lbs... if you’re 160lbs you better run a 4.4.
