It's possible but there aren't that many GM's around so every team is eyeing everyone. That's not unusual they keep tabs on who's moving. They were thinking about it but not likely they made any move until after Shanahan announced it then they asked for permission. Honestly after Shanahan ditched him publicly no permission is needed IMO. You can't put an employment non compete clause in a contract as that's illegal. So Pens could have asked without permission but it was just a professional courtesy.

Dubas took a gamble and it didn't pay off. Problem was he overpaid by maybe $10 million total per year between their core 4. It wasn't excessive but it might have been necessary to get them to sign. He needs to fix the goalie issue. Maybe Murray will get healthy again but we'll never know.

But if he wants to stay in Canada then Ottawa isn't too far and is a great choice. What's cool about Ottawa is it's a bottom feeder team so it's a great fixer upper and can only go up so Dubas can bathe in the glory if he can build it up to playoffs potential. No doubt Pens is the more prestigious team to manage but also more pressure given its illustrious history. Ottawa is a less stressful bottom feeder team so it's more fun to fix and likely he'll have more control without management interference. Both won't have any issue paying what he wants. It's a tough choice.
