Prior to the initiation of works, there numerous steps that should've been place. 1. Track record of the contractor. Have they ever done works of this magnitude and provide supporting evidence. 2. Sign a Service Level Agreement, which will outline all the conformance, standard and regulations that you will be applying in the project. 3. In the SLA include inspections, the client should either by themselves or through appointing a 3rd party to conduct quality control and progress reporting. Who inspected the levels, the Geotechnical investigation, the concrete results etc. The contractor was probably amongst the cheapest and he got what he paid for.
