I'd also like to add (a little out of context from what you've written) that if the parties discuss things regarding development, the efficiency and the operations of the government are likely to improve. I think, at least for once, a publicly revealed discussion of all top political party leaders must be organised that solely focuses on the development and progressive side of things. Indians would get to now a lot of things from that and it may spread awareness.

Let their be other speedy policy changes/ Reforms/ Amendment like: 1. Central Govt should have rights to direct and make free intervention at state level be it for Land reforms, public security, Health,jobs etc if State CM fails to do so. Currently Centre 's interest is just to topple state Govt via ED not Socially responsible when ideally they r representative of and by the people. 2. Face of PM, CM and other high ranking roles should not be more than 10 years in office and Cut out age bar 40 years for Politicians why not if corporate companies are implementing?? 3. No access for 75 years to voting rights, Land grabbing and Government postings nor private judicial practice for Migrants granted CAA & legal migrants . Residency cancellable if involved in protest or misconduct done to Locals. 4. Only one time accessible to Government schemes, Govt jobs, political role per family with waiting time line of 150 years for next entry. 5. CM , MP, MLA position can be filled by Hindus only after passing central examination testing on subjects EQ, IQ, Global Economy with age limit not more than 40 years . Those days of direct entry with public speaking be over. 6. There must be Maximum limit and restrictions owning Land/ Building upto 100 acres or 3 Bldg block only to Residents, TRUST, Religious or Charitable institutions or MNC like BLACKROCK . Any Excessive should be defacto Central/ State govt property. ( Minority to have only 2 places of worship in country .Tiny temples built after 18th century to be destroyed) 7. When people r paying Municipal taxes and Square feet tax then ONUS is to provide surrounding cleanliness to them. Hence All Roads, Housing Apartment/ society should be free from vegetable vendors , Hawkers, Rickshaw Stand Temples( place of worship). A designated place be given to them in each locality outskirts with photo identity registration as we see different Bangladeshi face occupying daily. If Govt is made accountable for Basic privileges from Life to Death then only they will have response to control population growth and preserve precious rain water conservation. Sunil Mittal of Airtel who recently told in a Channel told that only 2.5 dollars are changed from Indian consumers a miniscule amount in comparison to hefty $50 mobile recharge in America the journalists failed to provide the ground facts that Average Indian salary in private companies is just $200 p.m while middle class American annually earn 5000 dollars per month the payroll data is freely available with outsourcing agencies.
