He "offered" to pay in the UK as a ploy to make his case more attractive, which was exposed in court. But if he went to France, or Portugal, or Venezuela, the respective governments would have to pay. I could go on, but I think you could find out more if you cared to find out the truth. Richard is so right that William, and the rest of the royal family, should stay away from H & M. They appear to be standing beside the now deceased Matthew Perry at the Canuck's game.
