First they'll catch all the users and small time peddlers then the VDB will cope all Market and they themselves will sell it and then they'll inform their Chamchas and while the buyer r returning home their chamchas will apprehend the buyer from halfway and then they'll fine the buyer but won't put efforts to catch the dealer (the cycle goes on n on) PS : From past experience
