There's an error here. Meteor does *not* split its damage anymore. That was changed in late Dragonflight. It now does the same damage to anyone, and the talent below it (fire tree) also doesn't cause Meteor to share damage like it used to.

Question. What's the downside of chosing ice form as a pvp talent since it's 1 min cooldown instead of 2 and will proc flash freeze burn ore often and increase the damage of frostfire bolt?

You loose on haste, you will deal more frostfire bolt damage thw more you cast
