If I remember correctly in the Movie the Surf Board was the source of Silver Surfer's power so when separated from it he'd lose his power I think that was done to make it easier to explain why Doom could get the power by using some wrist device over trying to explain the Cosmic Power Siphon.

You have to kill the concept of Chaos to kill Discord, while Discord has manipulated and attacked people's minds before. In fact, he can just take people's powers away, and even if he couldn't do that to Bill for some reason, he has lots of abilities that can ignore Bill's defenses or permanently disable his physical form, rendering him far weaker

Of course, to try and avoid stepping on other religions toes DC never 'explicitly' refer to Him as God, but with the associated images of angels, bright lights/ halos, clouds, and an air of serenity that follows Him and puts others at ease (unless you've done something to deliberately anger Him, in which case the serenity is replaced by a feeling of 'doom' and 'fear,' as a number of DC's most unrepentant, heinous villains would discover), who else _COULD_ He be?
