Actually, Wolverine loses his memory because of his healing factor, it protects his mind from mental trauma this way (and getting metal shoved into your bones would be pretty traumatic). It's only in the movies that they came up with this bullet to the skull thing.

That Summers scene was reenactment of similar scene in Star Wars parody called Spaceballs. It's one of best known scenes from that movie that is used in lot of online review videos.
