If you are handling food items in any manner, then must hold FSSAI Registration/License. If your activity is packaging and labelling of food items manufactured by some other Food Business Operator then you must hold FSSAI License for the category "packaging/labelling, as may be applicable. If you are packing/labelling your own food products (for which you already have license for mfg) then you need not hold separate license for "packaging/ labelling" category.

It is depending upon your business category that which supporting documents are required to avail the FSSAI License. If you are food processor then only Water Analysis Report as per prescribed standard would be sufficient alongwith other documents. Here BIS Certificate is not required to apply for FSSAI License.

Being reseller must hold regn or license depending upon turnover or expected turnover(if new business) per annum. For T/o less than 12 L p.a. regn, if exceeds 12L State License or if exceeds 20 Cr Central License. Further, if involves sale through own website then shall hold Central License, irrespctive of turnover.

Yes, FSSAI Registration/License is compulsory for every food business. Category of Regn/Lic is not only depending upon turnover. For example, If your food business is Restaurant, Manufacturing then you have to obtain License irrespective of turnover. Thus, all aspects have to be considered while checking the applicability of Regn/Lic category. If the turnover for new business cannot be estimated , you can declare the expected turnover as - 'below Rs.12 Lakhs per annum' and apply for FSSAI Registration. However, again if your food busi falls under any such category for which State/Central Regn is mandatory, then you have to obtain the license accordingly.
