Only certain amount of time, you need 33% or more on health and stamina to use the form, it takes stamina and also when you transform you leave the area where you transformed into a burning effect, it also deals damage.

Just grind bosses and NPCs, you should kill big mom and longma instead of the other bosses since they give a crazy amount of mastery than the others.

You need to talk to a npc at cake island in 3rd sea and do his quest then once you complete it you get pheonix raids unlocked I’m pretty’s sure that’s how you do it
