Nope! The term "target" just means anything. You can hit the same target 3 times for it to activate!

You get them from raid drops (at higher levels), equipment bundles (if they have super epics), super epic chests (usually from events), or you can earn them from game modes like Champion Raids! You can also get elemental sets from cookie training :)
