there are two types of leaders political leaders and permanent leaders.political leaders change with the government whereas permanent leaders are there even when the party changes.permanent leaders like district magistrate are chosen by examinations and political leaders by elections. D.M. helps the political leaders (zilla parishad chairperson) in implementing rules.When the government changes the permanent leaders start to work under the new political political leader...so we can say that district magistrates have complete knowledge about the state and so therefore,they help the zilla parishad, tell him/her about the technicalities of administration and suggest about law implementation and welfare programs . . Zilla Parishad chairperson is more powerful than D.M. because they are chosen by people whereas D.M. works under chairperson. hope this helped..
