Retro, I hate to be that person but you got the skill a bit mixed up. Her Passive is actually: Whenever Ming deal damage to enemies Shield, she gains 30% of it. That's why her Q skill give 6 shield per hit (20 damage, 6 shield gain = 30%) or when you hit the dummies you gain the 30% shield of the damage you done to theirs And again, her Awakening 2 give 50 overcap Shield, the extra 6 is from the initial damage from her Q

Personally, RoF is dps increase since you put out more bullets and it makes the recoil easier to control and headshot dmg because it's already hard enough to hit people in paper and the headshot multiplier carries over in paper mode too.

True but ROF works if you can hit them. Let's say for every 8 shots is 9 shots with ROF. You need to hit that 8th shot for it to be useful which is kinda difficult at times
