I think the 396 is pointless. The 296 could just do a stop at King George Hospital before continuing back on the A12, which takes up the 396s purpose.

Similar to the 650 and the 649 because they both go from Romford, Parkside Avenue to Emerson Park School + Campion School (both schools are relatively close to each other) and kids from both schools mainly get off at Wingletye Lane (the stop before both schools) so the routes both have the same purpose.
