(Full) Russia Vetoes Security Council Resolution Meant to Monitor UN Sanctions in DPR Korea

The mandate renewal of the panel of experts assisting the sanctions committee on Democratic People's Republic of Korea (DPRK) was vetoed today (28 Mar) by permanent Council member Russia, in a vote of 13 favour to 1 against (Russia) and 1 abstention (China).

Addressing the Council before the vote, Vasily Nebenzya, Russian Permanent Representative to the United Nations, said, “We are witnessing an unprecedented policy from a coalition of Western countries led by the USA to strangle Pyongyang, which includes harsh unilateral restrictions, aggressive propaganda, and direct personal threats against the DPRK authorities. Taken together, all of these measures call into question the very possibility of resolving problems underpinning in the future.”
After the vote, Robert A. Wood, US Deputy Permanent Representative to the United Nations, commented, “Today's vote will only embolden the DPRK to act with further impunity. The DPRK jeopardizes global security through the development of long-range ballistic missiles and sanctions evasion efforts.”
Hwang Joon Kook, Permanent Representative of the Republic of Korea to the United Nations, stated, “This is outrageous, and it makes no sense at all given the continued and accelerated advancement of the North Korean nuclear and missile programs. Pyongyang has been openly denouncing the authority of the Security Council and pursuing an increasingly dangerous and aggressive nuclear policy, in particular targeting the Republic of Korea. At this moment, Russia seems to be more interested in embracing while encouraging the DPRK for its provision of munitions and ballistic missiles for the conduct of war in Ukraine.”
Geng Shuang, Chinese Deputy Permanent Representative to the United Nations, said, “The current situation on the peninsula is characterized by persistent tensions and growing confrontation, which serves no one's interest. This is the last thing China wants to see. The settlement of the Peninsula issue cannot be divorced from political mutual trust and a favorable climate. Blindly increasing sanctions and highlighting pressure will not help resolve issues, it will only be counterproductive. Indulging in military alliances and obsession with the military confrontation will only further exacerbate antagonism and tensions, making the goal of denuclearizing the peninsula and maintaining its peace and stability even more elusive.”
Talking after the Security Council in her national capacity, Pascale Baeriswyl, Permanent Representative of Switzerland to the United Nations, said, “The panel of experts independently and transparently documents the implementation of sanctions. Due to the veto exercise today, the panel will not be able to continue its important work, including in documenting apparent violations of the sanction’s regime in place. This further increases the suspicions around current and future violations.”

Palestine isn't occupied it doesn't exist as a nation and never in the history has. There are a group of people calling themselves Palestinians who want their own state and should have it, the territory of Gaza is occupied, people that call themselves Palestinians are being occupied and blatantly at this point being butchered for lack of better words in gaza. I think most agree that Palestinians should have a state in the native land they have lived in for generations as subjects or vassals to various kingdoms and empires. Israel isn't going anywhere, the sooner people can accept that the sooner we can convince Israel that Palestinians should be given their fair share seeing as how they got the shaft when the UK gave that territory to the Israelis. I can guarantee you you're probably a citizen in a nation that's sitting on the smouldering ruins of some other peoples native land or nation, probably many times over. It used to happen constantly and almost always violently. By the rules of the old world Palestinians should get squat because they don't have the means to create their own nation nor the ability to defeat Israel in a military conflict. We don't live in that old world anymore at least for the moment, things seem to be reverting back to that but for now we have a world where a Palestinian state is not only possible but is consistently agreed upon. Religious radicals on both sides keep ruining the process of making this happen.

@@thecomment9489 The NATO intervention was not an invasion. An air campaign, which, again, was legal under United Nations Security Council Resolution 1973, is not an invasion. NATO didn't send boots on Libyan soil during the revolution.

In regards to focusing on solving the "North Korean nuclear threat," First, it's out of my reach, and I'd adventure yours as well to do anything about it. And second, The North Koreans are doing pretty well on their own in my view. You see... Gaddafi gave up his nuclear program encouraged by the same people, and we all know what the outcome of that was... If I was on the shoes of the North korean government, I'd be doubling down on that program. History will be compelling me to.

@@johnnymentero6313 Well, it's certainly refreshing to see such self-assuredness in the face of global politics and potential nuclear conflict. It's concerning to see such apathy towards a potential nuclear threat. Ignoring advice and refusing to take action because it seems out of reach is a dangerous mindset. The consequences of a nuclear conflict are far too severe to simply stand by and watch. History has shown us the catastrophic outcomes of not addressing these threats. It's important to take a stand and work towards finding a solution, rather than passively accepting the status quo. And if history has taught us anything, it's definitely that disregarding international pressure and escalating nuclear programs always leads to a bright and peaceful future. Good luck with that, I'm sure it will all work out just fine.

In 1950 the United States planned a nuclear attack on Korea. They were stopped, at that time, by fear of Russia and China and opposition from Britain, however the US has never declared an end to that war. Surely that gives the Koreans a perfect right to develop their own nuclear deterrent. It is high time the United States grew up and understood that if you want other countries to stop developing nukes that can reach the US, then stop threatening them with yours.

This line of thinking is dangerous and irresponsible. Developing nuclear weapons only escalates tensions and increases the likelihood of a catastrophic conflict. The solution is not for more countries to acquire nukes, but for all nations to work towards disarmament and peaceful resolution of conflicts. Also, it was Douglas McArthur that proposed using tactical nuclear weapons in Korea, not the U.S., which was why Truman had him removed as commander of the U.N.-backed forces.

That's complete wishful thinking @@NafoDato. The US has had almost 80 years to promote disarmament but instead they have gone in the opposite and ever more ruthless direction. The only thing more dangerous than letting threatened countries like Iran and Korea have the same deterrent is to let the US keep its overwhelming military advantages. Only fear stopped them last time, not decency.

Easy to answer. August 15th, 1945, Korea liberated from Japan by the Allies, the US and Soviet forces. Korea was partitioned, Soviet Russia took the portion above the 38th parallel, the US and under international trusteeship it was agreed by all parties that they would hold the portions in trusteeship till the time that Korea could be reunited with self rule. The international trusteeship was violated and fell apart in 1948. The UN supervised the elections in the South and Rhee was elected President of a free South Korea. And in the North, Soviet Russia held their "sham" elections and Kim II Sung was deemed "President." But both South and North claimed complete sovereignty over all of Korea. And thus the South and North held elections and were divided. The North in a blatant attempt to gain control of all of Korea, and being communist in a Stalinist mold, attempted to invade South Korea in 1950 And thus the Korean War was the result. It is not amazing that the Koreans became enemies. The reason for this is opposing ideologies. The North communist. The South capitalist. The two ideologies diametrically opposed. And today South Korea is a capitalist powerhouse, its people prospering, and North Korea, backward, its land and people in darkness.

Russian government has overstepped it's bounds; they keep threating NATO yet more than 2 years later they have yet to take over or occupy all or Ukraine (not that it matters, because as long as Ukraine's people are alive they will fight back against this brutal regime). Colonialism should not be celebrated or cheered; UN is a puppet on a string and will sway towards any nation or group of nations that will offer an enticing crumb or fiscally sound deal

My question is: Why are there only 5 permanent member states that control the outcomes of a vote at the United Nations?
