This, and flip-a-kabob, are the only pyro achievements i have left. why did they make it so hard 😭

That one isn't too hard if you have a teammate with the flip taunt, and you're willing to be a jerk during preround...

Does feel like an unnecessarily difficult achievement seems extremely unlikely to happen organically in the wild.

Absolutely. Honestly, the only time I see it happening organically is if you found a pack of friendly Hoovies and taunted on them...which is kind of a dick move too.
