Your understanding of 'scientific temper' kills the spirit of the article 51a(h)...knowledge and expertise in science is different from having scientific temper. It means practice of scientific knowledge in day to day life...what is happening in recent editions of indian science congress is a perfect example for lack of scientific temper.
