Professor Malcolm Sparrow’s new book on Fundamentals of regulatory design is designed to aid regulators around the world navigate through the array of choices they face when they (re)design their strategies and structures, programs, workflows, relationships and day-to-day operations. The book and its associated diagnostic exercises are intended to help overcome our COVID-19-induced distance from Professor Sparrow himself, a legendary regulatory thinker, writer and educator who has inspired and influenced countless regulators in Australia and New Zealand, and whose workshop alumni formed the nucleus of what is now the ANZSOG/National Regulators Community of Practice. Come along for this opportunity to hear and engage with Professor Sparrow as he demystifies the various prescriptions for regulatory conduct, clarifies your options, and generates usable ideas about what it might mean to be a ‘risk based regulator.’

Malcolm K. Sparrow is a leading international expert in regulatory and enforcement strategy, security and risk control. He is the Professor of the Practice of Public Management at the John F. Kennedy School of Government, Harvard University, and Faculty Chair of the Executive Program on Strategic Management of Regulatory and Enforcement Agencies.
He is the author of eight books, including the widely acclaimed The Regulatory Craft: Controlling Risks, Solving Problems and Managing Compliance (2000), and The Character of Harms: Operational Challenges in Control (2008). Prof Sparrow's research interests relate to the risk-control functions of government, and to the special managerial challenges which relate to the roles of social regulation, compliance management, law enforcement, and security.

Rose Webb has been the Deputy Secretary Better Regulation Division and Commissioner for NSW Fair Trading since November 2017 and is the sponsor of the NSW chapter of the NRCoP. She has a wealth of Australian and international experience in the regulatory space, including a recent three-year period working as Senior Executive Director and then Chief Executive Officer of Hong Kong’s Competition Commission from 2014 to 2017. Between 2001 and 2008, and again between 2011 and 2014, Rose worked for the Australian Competition and Consumer Commission (ACCC), most recently serving as Executive General Manager, Mergers and Acquisitions. She was Assistant Secretary with the Australian Department of Sustainability, Environment, Water, Population and Communities from 2008 to 2011, where her responsibilities included monitoring, compliance and enforcement activities under environmental law.
