That's pretty much every character that's even remotely known from popular media. I don't think that would be very possible especially with Nintendo characters 😂 EDIT: someone correct me if I'm wrong but actually I don't know if Nintendo franchises have any legitimate Funko pops from the actual brand. But regardless there's too many franchises that wouldn't let their characters be shown in this game especially since there's gore in the game for some reason 😂

Regardless I still think that having all Funko pop characters be playable wouldn't be possible, there's lots of IP that would not allow it maybe not on Nintendo level but for example all the Marvel ones, League of Legends ones, several anime/manga franchises, etc.
