Yes I read that many cats, that area above their tail/rectum is filled with nerve endings, so this triggers a high level of sensation, and certain cats have different reactions when they feel overstimulated. Also I’ve heard numerous times that this can trigger sexual arousal in cats, I don’t know if that’s a scientific fact or just a frequently repeated myth. But there you go.

I wish people would stop scratching cats just in front of their tail, that is an erogenous zone. THAT is why the cat makes funny noises. She's not expecting that spot to be touched as a carress. (only as a prelude to sex) Personally I see it as an invasion of their privacy. If you would compare it to peole it would be as rude as groping someone.
