I notice that the opponent is using a super effective Ice Beam rather than Origin Pulse or Surf. I'm not sure if they realize that both of the latter still do more damage in the rain when STAB is applied. Then again, he probably has Origin Pulse and not Surf and is afraid to miss against a Pokemon that can set up and recover itself.
