crash course: kinnikuman designs were all submitted by japanese residents, gold lightan has existed prior to the golden mask arc so it wouldn't be a coinsidence if the design of sunshine was inspired by gold lightan, they are very different characters however.

Did this game come after or before Galactric Wrestling? Because I remember Galactic Wrestling had way more characters.

This was made a few years before "Galactic wrestling", but had a create-a-wrestler function. Galactic wrestling introduced grapples for when your foe was on the ground as well as "burning inner strength" for altered movesets, but no wrestler customizations and wastes of space such as "Chojin Kid" who was just Mantaro in another costume.

***** If you're talking about Galactic Wrestling about the "wastes of space" then the alternate characters were because of the manga which saw characters alternate appearances and move sets as the series progressed, for example, there was Sunshine as he main his debut in the Devil Knights arc, and then there is Sunshine Supreme from his tag-team formation with Ashuraman during the Dream Tag-Team Arc. Speaking of Sunshine, though, not long ago he won his first match in a long time against the Perfect Origin #7 - Singman, in the Kinnikuman Resurrection Manga.

That's a bit naive. They didn't look at the roster and say "we have extra space, let's add the same characters again". Characters don't make themselves, they'd need to make models, skin them animate them, do voice-overs and then balance the new characters. The clone characters would have been added regardless of weather or not you had more unique characters like Hydrazoa, Dead Signal, etc...
