As a former flight attendant, I would have informed the customer with the long hair that her hair was covering the tv and she should rein it in. Many people do this with coats and jackets, I just tell them it is blocking the person behind you from lowering their tray table and blocking their tv. I understand what you're saying about it being over the seat, so she couldn't have felt it, but I disagree. Also, I was right, this video was fake, it came out later that it was faked. She was wearing a wig, and the girl behind her putting the stuff in her hair, is her friend. And the person recording is also their friend. But if it had been real hair, and a real situation, I believe that she would have been able to feel her hair at least being pulled a tiny bit. Maybe on the side.
