You have to fully repair the energy plant to get the plans. Edit: You have to do it 2-3 times since the first few times it only gives you the windmill/large generator at first.

Hi, it seems that the event gives you a random plan drop of either fusion, large or wind generator. Learn the plans you get and try the quest again. I know it's a pain but it's how Bethesda designed it.

You don't always get the fusion generator plans when you complete the event. You should have mentioned this. I just finished it and I got the large generator plans.

You can do this event 10 times and not get the generator... it's just part of the drop list.

I understand, I did this event on a new character and got a Large Generator plan. You are right, it is part of a drop list. I did not know this when making the tutorial in 2018
