actually it changes I only use ssj1 it only looks like thirteen because his hair is long it was confirmed in super heroes I only use phase one not two or three he only has long hair that's why it seems he has it when in reality he doesn't has it.

Kanba has an exaggerated base power and without transforming he is on par with Vegito and literally surpasses him when he transforms. Also, if Kanba had really transformed into ssj3, he would have much longer hair and not even with the increase in power of Black and Mephiles. they would have defeated kill me that.

@@Satoshi_hedgehog07 its probably just part of his design. DedGrafic probably wanted him to look heretic and very powerful at the same time, which makes a lot of sense. He was already just as powerful as cumber, and those chaos emerald-like objects were made similar to the actual ones. Both appearently can transform hedgehogs into super forms.
