पहले तो यह सुनिश्चित होना चाहिए की भाषा किसे कहते हैं और बोली किसे कहते हैं। इनका कोई वैज्ञानिक तर्क तो है नहीं, इसलिए इसमें अपने अपने डफली और अपने अपने राग, इसीलिए इसमें सारे लोग अपने अपने रोटियां सेख रहे हैं, मैंने अपनी गढ़वाली भाषा में यह देखा, की 99% शब्द हिंदी से , बाकी बचे शब्दों के आगे पीछे, जैसे पानी की जगह पाणी, अक्षर जोड़ के, कम चलाया जा रहा है, और बची कूची भावनाएं कहावतो से पूरी की जाती है, मेरा यह मानना है की भाषा उसे कहते हैं इसकी अपनी लिपि हो, ‌ बाकी सभी बोलियां है।

Some of the reason I think why they are not the language: 1. Garhwali kumaoni and jaunsari are somewhat understandable to a hindi speaker. Not fully but more than 50%. 2. Most pahadi people can generally understand hindi. Even the old people who grew up speaking these languages in villages. In other states old people have a hard time understanding and speaking hindi. Atleast I don't know anyone who only understand uttarakhand language and not hindi. 3. Literature in uttarakhand languages aren't popular. Uttarakhand gave many famous hindi writers who never wrote a single thing in uttarakhand languages. 4. Pahadi people dont take there own language seriously. Many people actually think it came from hindi. When they shift from pahad to a city they don't teach the language to their kids. Although many of them like to do dikhawa by dancing in a uttarakhand song. 5. Pahadi people in general are politically weak Tbh it seems too late for this change. Even if it is included in scheduled languages it will take decades to actually establish them as proper languages.

Tf are you on? even garhwalis have a hard time undersstanding garhwali songs. more than 50% legible to hindi? stop doing drugs bro. the first reason on your list should be people like you who lack knowledge on these languages but claim to be experts. these languages are originally very different from hindi.
