Remember the episode when he goes to take revenge on the Norse gods, he says it. Gabriel is the only angel that appears in his true form when you think about it, albeit disguised as Loki.

When trapped in Holy Fire, Raphael could intensify his storm - enough to blow the windows out and let the rain seep in, which presumably doused the flames eventually. Gabriel on the other hand couldn’t activate the water dispensers right above him. And don’t forget that Raphael flexing his wings was accompanied by a blackout all along the East Coast. If you take just Kripke writing, Raphael is definitely stronger. Once you go into Season 6 and beyond, all the archangels get neutered.
