That's exactly right. Many of those rebels just kids, 19 and 20 year olds, they were very neatly given arms by the superpowers, Hillary and Borack are my first thoughts, Gadaffi didn't have an army, he had made that official with the other countries and so no other country could declare a war so the way to do it was organise rebels.
