Rill has literally any attribute he can imagine at his disposal & nearly around the same amount of magic Nozel has. However Nozel is definitely more experienced, smarter and faster so i can see him pulling a W but i can also see him losing. Fuegoleon is in about the same position as Nozel. Dorothy has magic that can beat almost every captain. Yuno & Yami, maybeeee Rill are probably the only ones who can actually counter her or her speed. She’s almost as fast/just as fast as Yuno is with conjuction, both can instantly pop up/teleport. Rill being in dream world might give him some incredible inspiration so unless Dorothy gets rid of him quickly/waits him to falls asleep he’d win & Yami has dimension slash. Jack also has a chance but that’s only if his blades can adapt quick enough to her magic but i’m not doubting he could tbh he’s also one of the fastest captains. however writing this + seeing your reply made me realize a lot of the captains have counters to each other and besides Yuno and Yami ( bc they’re much stronger ), they’re all kinda relative or have ways to best one another. Jack’s magic is capable of beating all of them given enough time, Rill has counters for everyone he’s just inexperienced, Dorothy can easily get most of the captains if not all of them in glamour world with ease but some of them are able to break free, Nozel and Fuego very experienced and the smartest captains given they’re not taken out instantly they might find a way to win a fight, Kaiser & Charlotte are the only ones who are at a disadvantage when it comes to the captains bc Kaiser is older and in black clover your magic gets weaker as you age & Charlotte while really powerful her magic isn’t as versatile as the others and doesn’t have the hax others do

Kaiser if we’re including William i’d say he’s between slightly above Nozel and Rill. bc Nozel’s magic is just a bad pairing against Williams and Rill too inexperienced to be William, he’d probably get his magic drained before he could really land a decisive blow
