Remember the reason why we like the new Sauron is because he wants us to. He plays everyone, including us to paint him as a romantic anti-hero, when in reality he controls everything like a puppeteer. Sauron the Deceiver's power of deceiving goes beyond the screen into our hearts, making him seem likable. This Sauron is the perfect smart cunning pure evil villan ever. Voldemort can dig himself a grave and hide.

There are so many things he could have done or pretended to be. He always told the truth to her "I'm not the hero you seek". It's brilliant story telling, I'm not sure if it really fits with Sauron of the 3rd age, but I like to believe he truly was 'lost at sea' and unsure of a plan until Galadriel helped him.
