Game Dev Diary #3 First attempts to get Unreal Engine compiled and built with Bazel

I had some time to dive into my Bazel learning journey again so I decided to make a stab at my ultimate project.
Getting Unreal Engine building, compiling and packaging with Bazel. I still have a long way to go understanding how things fit together in order to pull it off. But I feel like I'm making progress
