Yes, that is obviously one of the reasons. But I think that in general this is something that happens very often in movies and series. I personally don't mind this, because you normally get better performances from older and more experienced actors.

HBO wouldn't let the showrunners use child sex and nudity, so they aged up the entire cast. But yeah in the books Ned is 33 and Catelyn is 28, but they were 16 and 11 when they were betrothed.
