I've seen other players manage to make it to the end credits, but in my case it just goes on forever without an ending, and I think some conditions have to be met to reach the true ending. Thanks for watching!

I gave the video a like for playing it, but this game compared to Raiden 2, was trash. A lot of the details are gone. Aircraft falling from the sky affecting the ground...gone. Cows running on the farm just because that is how real life is... gone. Small play field, music that makes sure you are in a rave party. This game was atrocious.

The reason for the different tone of Raiden Fighters from the classic Raiden games is because it began development as an unrelated shmup called "Gun Dogs". Seibu changed the name to "Raiden Fighters" to capitalize off of the name recognition.
