My game is glitched and it won’t let me place them down in the crate, not even an option to do it. Also there is a random book underneath the recreation area which I have no idea how to get to even though it says I have 27/27 books

If you’re having trouble putting the stelae in to the crates or the quest doesn’t seem to finish, stand on the basket in front of the delivery boy and look at the stelae crate (you may have to move around your crosshair a bit to trigger it) and you will get a prompt to submit a stelae. Even if you have submitted them all (like I did), this was still the solution.
