Honestly high life seems so cool, like the devs were like "You wanted to have to produce a lot and invest it somewhere? Here, heres a giant new city building sink for that!" and it rules

Would a new player be overwhelmed with the Complete year 3 edition? Or are all the dlc features and sessions introduced gradually?

You probably will be overwhelmed with Season 3 pass content, I'd recommend if you're a new player to start with Season 1 and 2 first. You can always enable DLCs on existing saves when you purchase them later.
