There's normally only 10 owl statues you can activate. However there's 11 in the game. You can see an owl statue through the load zone in upper west clock town, but normally you can't reach it. It's just there to look like the one in central clock town. You can reach it though by hovering over the wall around the load zone. After you activate that one no others, the game will use which map location is selected on the pause map to determine where you go, and it sends you to a different location from the one selected.

It's because of how they activated the south clock town statue while in west clock town, that glitches the song of soaring

It's a glitch called Index Warp. When you are in West Clock Town and look at the steps to South Clock Town you can see an owl statue- this is called Hidden Owl Statue. The owl statue down those steps is real, but the steps have a loading zone in them so if you try to walk to it you travel to South Clock Town instead. If you manage to hit the Hidden Owl Statue, and none of the others are already hit, when you play the Song of Soaring it will warp you based on where your cursor is on the map in the pause screen.

The first statue they hit is an out of bounds statue meant to look like the statue in South Clock town. Obviously, the player's never meant to hit this statue since it's essentially decorative and past a loading zone. The effect of hitting that statue without hitting the other statues is that the game will warp you to, essentially, the last location you had your cursor on on the map screen.
