Actually these dual cpus models arent the ideal for the 4090 that it is too much for these 9754, this cpu hits max 440 points in single at cpu-z, the same of a Intel Core i7-7700 from 2017. The ideal would be a 9174F or 9274F (my choice), on max the 9374F. These are real gaming-server cpus capable of.

Bruh Obviously the epyc server CPU isn't optimized to play games So even with a 4090 it wouldn't work great, and even then Cyberpunk 2077 2.0 brought so much optimization that I can play it with med-high settings on 1080p in 60 fps plus easily with a 970 or 1070

The 4090 is too much for these dual 9754 bro, the ideal to avoid this bottleneck would be a higher clock and single thread cpu like the 9174F or the (m pick) 9274F, then you would see a possible double fps and a (still) low cpu usage.

Realistically speaking, there's no point in going above 7K USD, and that's pushing it since that price account for what streamers may need. For the average gamer, a 5K $ build is more than enough for 4k gaming, and that includes the peripherals too.

It would. There are some rare games that can use a large number of cores though. City skylines 2 and Beamng are some of the very rare exception that can actually put system with over 16 cores to work.

Cyberpunk has issues with multi-CPU systems, where some of its processes can end up being assigned to an entirely separate CPU. Beyond that from other tests, it seems many games start to run into issues after 64 cores. PC, photoshop also has issues when there are a large number of cores and threads.

Last year I built a dual Epyc 74F3 watercooled with DeepCool LT720 (and 3d printed adapters for the socket) + a 3090 Ti and it performs around 70 fps avg on 2.5k ultra + dlss and RT. No issues.

So back in 2020 i made the biggest mistake of my life, i was building an new computer. And at that time i had my previous CPU the I7 3930k lasted me for 8+ years, so this time around i thought could spend a bit more on my CPU this time. And then AMD just came out with their Threadripper 3990x 64core 128 threads..... So i built my system with that.... aaaaand im gaming on it... And then i came to the realization that there arn't that many games that actully make use of more than 4 to 8 cores.... and that most games are actually Single threaded. like i said, biggest mistake of my life... a cpu that costed me 4000 euro's.... I do have alot of fun experimenting with this. This year im getting an 8Gbit up/down connection. it is my intention to use my threadripper to host multiple gaming servers at the same time

I was asking myself if spent too much on my Ryzen 9 7950X3D @ 4.2Ghz, Gigabyte GeForce RTX4090 Windforce V2, 64gb Corsair Dominator Platinum DDR5-5600 ram, ASUS Prime X670-P ATX AM5 Motherboard with it's case and some other goodies along with the 49" ultrawide and now I can say no. No, I did not spend too much. The best part is in a few years I'll still be able to sell the CPU for a pretty descent price and upgrade it to finally stop bottlenecking the 4090.

There is a small difference between 37k car and 37k computer. In 6 years from now you will still be driving your 37k car no problem. In 6 years this 37k computer be ABSOLUTELY USELESS PIECE OF E WASTE. Of course you will get low FPS when you max out all graphics. You should set graphics to low to see actually how much that CPU does to FPS. On ultra it's clearly bottleneck because 4090 don't have anything left to give.
