-players/teams that cannot currently fill their rally setters march should get him. -Off set the buffs Toyo gave by getting some unconditional buffs from a few new covenant generals. -The all-stars chest where you select one general is good place if you have saved up the 100 tokens..no real cash involved. -With march size %, every time you level up your rally spot, the whole number grows in your march size.

I think they should change the General dismissal too. Just rebate the Gold, Runestones, Fragments & Blood of Ares Tokens. I am growing tired of putting runestones on cleopatras, Sanadas & those other purple Generals in order to get more stones.
