I also noticed detail with Ultra Majin Vegeta when he hit by special move is a battle damage armor, and have a special line only for goku when use the green, Ultimate Card, Counter and win screen dialogue.

@ the thing is, TURLES is from a movie, which in that movie he is the main villain, and since they decided to do three movie sagas, TURLES was the best option for an ultra, since that’s what they chose tree of might. Hit has an ultra because he is literally from one of the most popular dBs episodes, in which Goku goes kaioken blue, which hit is a big stand point in that episode because he can still go “toe to toe” with Goku (not really the anime just sucks at power scaling,manga Goku literally out scales hit in speed and power in ssj2 💀) The thing is, kefla could get an ultra, but she doesn’t really have anything that could make her a unique ultra, for reference, every ultra has a unique gauge that makes them unique, (hits time skip, Gohan’s kamehameha counter, frieza and turles’s comeback, etc). Kefla in the other hand doesn’t have anything other than maybe giving her a tap ability for her ult, and what would her blue card even be? She doesn’t have anything that couldn’t make it look like an average blue card. Adding onto that, what would her ultra art be? She doesn’t even have a significant pose or any pose that would make her ultra art look good. In summary, kefla = can’t be unique enough to be an ultra.
