Kagemucha has been a very relevant card multiple times in Yugioh, chief among them being the times when Phantom Knight has been playable. It’s not an obscure card at all, especially for Sub Replays.

Tribute summon has a blue border as an indicator if I remember correctly, so I think they just did that play under the wrong assumption. Can't blame them though. Normal/tribute summoning this card should be harder, so I’m also surprised it doesn’t work like that.

I get limiting effects to normal so they're hard to access, but limiting to special and not normal is so weird like there is no reason for it.

There is though, it means you only get the effect when you're playing lines for those effects, Traptrix is a deck where almost every main deck monster has a different On Normal and On Special effect that makes navigating names interesting
