To create and change PO from other source, you can use PORDCR1 and PORDCH. If you want to send PO information ORDERS and ORDCHG can be used

can we create 3pl warehouse as a separate plant? or it needs to be sloc only, as mentioned in the video.

It won't be a plant. Mostly storage location.
