First of all, they aren't terrorists. Second, they know he's CIA. That's why they kidnapped his family. Third, whether he's good or not I'd irrelevant to the story. What else did you get wrong? Oh, yeah. It's not a very good movie. Not bad but not a good representation of the genre. Nobody in those movie is exceptionally skilled. Like in real life, everyone seems to rely on luck.
