sir the representation you're using for divisors is Dn but it should be D(n) because Dn is for dihedral groups

In 3rd diag ^, v of (b,c ) doesn't exist complemnt so it is also not complemented?

Check there complement of b is e and similarly complemet of c is also e .... means we have atleast one compliment for b and c ... therefore it is complimented..... and yes b and c are not complement of each other but they both have one complement e ... therefore it is complemented
