why don't they just use the assist panel whenever there is a box or anything? Why doesn't it deploy whenever the packer is retracted, preventing material from just staying in the hopper?

That would be a cool feature :). Definitely takes special attention / requires the truck to not be moving in order to bring the panel down. So it distracts from the task of picking up cans

Do you guys not have a bottle and can deposit scheme over there? For each can or bottle you take back to a pick up place, you get 10cents ( Australian equivalent). I think it's dime in American terms. If you send back 1,000 cans you get $100.00.
