Good track bed design. Those wooden battens should hopefully have minimised cracking issues due to concrete shrinkage. As a carpenter, my way to avoid those scalloping issues is to use multiple layers of thin plywood (OR hardboard if you are pouring within a day or two of boxing up). I do this when creating the outside curve for a kite i.e. a curving set of triangular steps. I use timber or steel pegs set to a line using a peg and string to determine the outline of the curve. I place the pegs back a little bit because you always need two to three layers to get a proper curve. P.S. A timber kite connecting wooden stairs together OR connecting a wooden stair to a landing, will typically have straight sides but for landscaping purposes the outer edge of a concrete kite is typically an arc. P.P.S. When you say flat but not level, you actually mean that you created a consistent fall from end to end of the layout.
